Is a necklace with 96 more stats than my present one and a +5% finesse necklace better than my current necklace (96 less stats  but a 30% chance to immediatelly add 50% of the suffered damage after critically hitting an opponent)?

Without knowing your base Finesse stats or your level, I can't completely answer your question but I would choose the epic refine over 5% finesse.

Personally though, I am not fond of either and would prefer a Metal Spikes refine on a necklace.

My level is 285 and my (basic) Finesse is 4,211.
