I ask because the game no longer tells you. It is a refinement that goes on head items that gives you a certain% chance to attack twice in a row.

If the game is not displaying something properly, opening a ticket about it would be a good idea.
As a workaround, find someone who has the epic version of whatever refinement you are interested in, and read the percentages off their player profile. An easy way to figure that out is to watch a fight replay, almost certainly any refinement worth having will be in use.

CPTC is correct - the Item is showing 0 percent and needs a TT opened.
