First I want to make sure we are using terms the same way. What I call a basic skill point is what the game reports when you hover over your skill line on the 'Your Star' screen. The first line of the skill analysis is "Basic Skill" points, and then you add points for various other reasons.
If you are buying skills, I would tell you to buy strength. My theory is that no skill is actually bad. You want as many skill points as you can get. You maximize the number of skills you buy if you always buy the cheapest. Shape your skill curve with free skills, so you can always buy the cheapest skill.
If you are allocating free skills, my rule of thumb is: Charisma > Finesse >> Stamina > Strength
(This rule of thumb assumes you are always wearing missiles, by the way. If you regularly run without missiles, your strength should be increased significantly.)
On my UK1 character, I allocate free skills such that:
StaminaBasic = StrengthBasic
CharismaBasic = FinesseBasic = (StrengthBasic + a constant, currently 1580)
This makes it easy for me to keep my desired skill curve without a lot of futzing with equipment and the washing machine.
Cost (Notes) Basic Skill Total Skill (with boosts and gear)
Strength 494624 3392 11450 (15687 avg dmg w/ missiles)
Stamina 494624 3392 11742
Charisma 494624 4972 14126
Finesse 494624 4972 14193
As always, YMMV. This is not the ONLY way to build, and is not the only skill curve that makes sense, but it works for me.
