1) Common->Rare->Epic
(No Diamond Cost, Notes only)
2) Epic->Rare
(No Diamond Cost, Notes only)
3) Any quality item-> Item quality WITH effect (Leaves, Hearts, etc)(Small Diamond Cost)
The point is, changing a items appearance doesn't change its stats at all, so why charge diamonds for a look??? I see NO reason to do so, except maybe a little diamond charge to have that tiny effect of leaves, hearts or whatever to radiate from the character.

What I tried to make clear to you, is also not hard to understand: things cost diamonds, as this is still a company that needs to make sure that it can run it's business.
Some items cost diamonds, as they are more special, they can have effects built in, they belong to a matching outfit set. Name it. And why would you wear common gear in the first place as regular gear? Any rare and epic has far better stats. I personally only use commons for my skill mission outfits.
Last but not least, I'd like to direct your attention to the point-build on upcoming temple. Changing cheap regular gear into epics, that costs just some little notes, does not really make it a fair next temple.

The company already makes money from selling Diamonds, so changing the cost of changing item appearances probably wouldn't change much for income. If the developers are still updating the game and creating new content, then that would make up the difference and make more. Unless something goes terribly wrong like a game breaking bug.

In order to sell those diamonds, they have to be used. And over the past 1-2 years, the devs recreated the whole game in a different programming language. There's frequent updates, recently the pvp for example.
New players have choice to buy diamonds, just like older players, but still have to earn the release of new items from collections.
Epic gear drops from doing duels for example, on missions, as rewards from movies... But it's also general knowledge: you cannot change the gear to a piece of a collection you did not unlocked yet. Please be aware, changing 1 item to something different epic, is just 20 diamonds, easily obtained in a day play (rewards from a mission can give 10 diamonds for example). So you don't even need to purchase diamonds in order to be able to change the look. If you don't feel like spending diamonds on it, simply stick to the common gear top change, or don't change the gear at all. It's all a choice.
