I have had this problem many times.
Has anyone here experienced the map icon blinking when there are no new notifications in it?

Extraneous blinking icons, of any sort, can be a bug. Usually browser corruption or a missed packet or an interrupted operation mean there is a disconnect between the server and your client.
Try refreshing your browser and clearing cache. If that doesn't fix it, most of the time, a quick ticket to support and a click of a button will do the trick.

Often I get that blinking icon as well, after a convo finished that was running while I was online. Sometimes it stops, sometimes not. A simple refresh gets it away. I usually am too lazy to refresh, I rather have the blinking, than to find back who I was tagging last

That would be a marvelous improvement, having the game remember across sessions, which player you were last looking at in the ranking screens.
