Well this took me a couple hours to find an answer to why I couldn't buy diamonds before now. I had the Steam overlay in-game turned off.

 

Go to settings, then in-game, now turn on steam overlay in games. Then you will be able to purchase diamonds.

 

Hopefully this will help others on Steam that have ran into this same problem.

Oh, that's weird! I didn't have to tweak that setting and I could buy diamonds. As in, the Steam overlay has been automatically on for me since day 1.

I can't run with the overlay on due to it causing crashes in certain games. Bethesda's Skyrim and Fallout 4 being a rather large offender of random crashing with it on. So I have it off by default.

 

I just wanted to give others people who do the same a heads up on why they couldn't make in game purchases with out it on.
