I haven't bought the set or any piece of it, but I would hazard it is Epic Level and the stats would be scaled to your level when you purchase the set or a piece of the set.

 

Personally I have only seen about 5 people on the US2 server that have even used any pieces from the set, or the set itself.

The advice I hear is "don't buy them."  They are indeed scaled to your level.  You will get a week out of the gear at lower levels before you find better.

 

If you really must, wait until you are significant enough level that the gear will be really good.  Like level 200 or so.  Even then, you are probably not done paying money for them... as even great gear without great refinements tends to be less than valuable at those levels.

It would be nice if the were a leveling item. Meaning their stats increased with player level.

Well, that would certainly encourage people to buy them... but the rate of increase as your hero goes up would have to be less than the rate of increase of equipment discovered in game, or it would be quite unbalanced.

 

And that just delays the end result: It's still just equipment, and equipment is replaced.  You are spending good money for a temporary item - you will get a few weeks, maybe a month at very high levels, before finding something better.

 

Your money... so your call if it's worth it.
